We proposed amendments to SB9 to increase eligible lots for low-rise housing.
In response to Buildner’s Los Angeles Affordable Housing Challenge, our team proposed an amendment to the California Housing Opportunity and More Efficiency (HOME) Act, Senate Bill 9 (SB9), to increase adoption and increase the number of lots eligible to support infill housing.
To address underutilization of the program, we proposed an amendment that would specifically enable neighbors on smaller single-family residential parcels, often in communities of color, to enter into a collective ownership agreement to split their lots into a third-shared parcel.
This proposal would be a vehicle for small-scale and neighbor-led development to solve some of the potential barriers to uptake and create pathways to homeownership, increasing density gradually, and allowing new models of neighbor-led development.
We purposefully used the ‘Amazon aesthetic’ when presenting our work to the jurors as a reference to the mass commodification of housing. Much like buying a product, the outcomes of policy changes have to be tangible and digestible for policymakers and politicians.
